Treasury is seeking dynamic and results-driven APS Level 6 Budget Analysts to join the Chief Financial Officer Branch within the Chief Operating Officer Division.

Successful applicants will undertake a range of responsibilities within either of the Financial Management and Budget Unit’s Internal Budget or Portfolio Coordination teams, which may include:

Internal Budgets

  • Managing the internal budget of the department
  • Preparing financial reports to various levels within the department
  • Analysing financial information and presenting to stakeholders
  • Preparing financial models
  • Assisting in the preparation and maintenance of budget estimates, including CBMS updates
  • Working in partnership with a range of stakeholders to provide strategic advice

Portfolio Coordination

  • Assist with coordination of the Portfolio Budget Statements and other whole of Treasury portfolio budget matters
  • Preparation of estimates adjustments
  • Draft the Treasury’s Portfolio Budget Statements and Portfolio Additional Estimates chapter
  • Assist with management reporting on Treasury’s external budget and funding position
  • Provide financial reporting, appropriation and accounting advice to Treasury portfolio entities
  • Liaison with internal stakeholders on new policy proposal costings

Treasury is also looking to establish a merit pool for APS Level 6 Budget Analysts for future opportunities. In addition to internal budget and external budget roles, opportunities may arise in other work streams within Chief Financial Officer Branch. Responsibilities within these additional work streams may include:

Procurement / Financial Frameworks

  • Providing strategic procurement advice to the department, including advice on PGPA Act and Commonwealth Procurement Rules, advice on complex procurement activities, complete compliance and quality assurance activities, coordinate and management procurement and grant reporting activities.

Financial Accountants

  • Preparation of financial statements and reporting to the Department of Finance, responding to audit queries, preparation of accounting position papers, management of the administered loan portfolio, technical accounting advice and costing advice, cash and appropriations management.

Desirable Qualifications / Experience

  • Relevant academic qualifications are considered essential. Professional accounting qualifications, or progression towards certification is highly desirable. 
  • Demonstrated analytical skills and an ability to communicate effectively and confidently. 
  • Experience in the use of a financial management system such as TechnologyOne. 
  • Experience with government budgeting processes and financial frameworks.
